Causes of Poverty in Canada | Essay Poverty in a section of Canadian society remains a major concern, with the nation scoring one of the highest poverty rates among the highly industrialized and wealthiest nations (CBC, 2013). The government of Canada, in a bid to help reduce the poverty level, has been making efforts to set up wide range of social welfare programs, including universal public education systems, universal medical systems, minimum wage among others (Conference Board of Canada, 2013).It has, however, been argued that poverty depends on individuals and that the poor are only so because they wish. These steps imply that the government structural adjustment of socio-political structures may not save the prevailing situations. Against the background of the controversial source of poverty, this paper explores some of the causes of poverty in Canada, with a special attention of whether the poor can be so out of their wish. The paper argues that even though some personal attributes may account for the poor, pove rty is also a product of structural malfunctions, and however much individuals reform poverty will persist if corresponding structural adjustments are not made. Explaining the Poverty in Canada Poverty in a developed state like Canada can be explained from various theoretical standpoints. Some scholars view poverty as a product of personal failure so that the poor remain so because of their personal limitations and traits (Lusted, 2010). This school of thought stem from the notion of meritocracy, which assert that the rewards in the society are given based on merit. From this perspective, the rich are so because they poses unique personal attributes that the poor do not have, and the superior traits or characteristics that attract of societal reward with good earnings and wealth (Lusted, 2010). Going by meritocracy, the poor Canadians are those who have personal traits that limit them from utilizing the money making opportunities available. Such trait could include laziness, poor attitude or low educational attainment. Following this perspective the poor have simply failed to pull out of poverty, not because of any structural or societal failure, but essentially of the poor s personal failure. This notion is reflected in the resistance to socio-economic programs that Canadian government has sought to put in places such as progressive income tax system, minimum wage laws and child credits. The opponents of such programs argue that by letting the poor benefit the support, at the expense of those economically endowed, the government is rewarding personal failure. The notion of meritocracy and the view that poverty is an evitable personal failure should be treated with caution. Indeed, the Canadian society and the rest of the world are becoming highly competitive. Individuals need to have high educational attainment and adequate training to secure well-paying jobs. Those who venture into entrepreneurship equally have to be diligent and innovative to survive business competition and avoid being edged out of the competition. However, it proceeds from an assumption that personal efforts and capability are all needed for wealth creation. This is a wrong and misleading assumption. Entrepreneurs, for instance, need not only enterprising skills but also capital and at times land to start up and run their businesses. Accessing capital remains challenging too many Canadians, more so for those who have no security and good social network to help raise the same (Raphael, 2011). Similarly, those seeking to be employed could have high academic qualificatio ns but the employment opportunities that match their qualifications would be very scarce (Raphael, 2011). This leads to unemployment and underemployment, which increases the poverty level. There is also evidence that structural adjustments in Canada have slowed down and reduce the nation’s poverty rate. For instance, according to Conference Board of Canada (2013) reduced tax burden on the low income earning Canadians has helped limit poverty rate by up to 11 percent. Without this social relief, the Board estimates that Canadian poverty rate would now be standing at 23 percent rather than the 12 percent as it stood in 2013.This evidence disapproves the concept that poverty is associated with personal limitations because the adjustments were on structures rather than peoples traits. An alternative view is that poverty in Canada is mainly attributed to key economic and social structural failings. According to structural theorists, poverty in a society is a product of failures at the structural levels of the society (Rank, Yoon Hirschl, 2003). Structures in society refer to social, economic and political institutions, policies and programs. Ideally, these structures should be designed in accordance with the demands and circumstances of the society. That way, there will be structural fit between the structures and limitations they are designed to remedy or goals they are designed to achieve. When the systems fail to meet the goals, needs and demands they are meant to address, or when the structures turn out to be insufficient a structural failure occurs with adverse societal consequences (Rank et al., 2003). In the context of Canada, key social and economic structures include labor market, government policies, social safety nets and resource allocation among others. One of the failures that could explain Canadian poverty is the failure in the labor market to provide adequate job that would raise adequate pay and keep Canadian families out of the poverty (Raphael, 2011). Though Canada has relatively low unemployment level, the job market is relatively saturated so that a substantial population are absorbed in low paying part time jobs with fewer benefits (Rank et al., 2013). If the labor market would offer full time, well-paying jobs with benefits. Then the poverty level would drop. The minimum wage is equally fixed at a low rate that would hardly sustain families outside the poverty level. Few social safety net and devotion of fewer resources to helping the poor are yet further explanations of Canadian poverty. Evidence by Conference Board of Canada (2013) gives strong evidence that had Canadian government not set a progressive tax system with more relief to the poor, the poverty level would be far much higher than it is today. Without socially-driven tax relief, the Board estimates that Canadian poverty rate would now be standing at 23 percent rather than the 12 percent as it stood in 2013. Similarly, various social programs such as mandatory employment insurance programs and transfer programs from the poor to the old have lessen the poverty level evidence in reduction of income inequality by 27 percent away from what it would currently be. Conclusion To conclude, while personal failures could explain isolated cases of poverty in Canada, Canadian poverty is mainly due to structural failures. Personal traits are just but one of the several determinants of wealth creation. However hard working, enterprising and well-educated Canadians may be, they can hardly get outside the poverty cycle without adequate and proper social and economic structures. Some of the social and economic structural adjustments are already helping reduce poverty rates significantly, confirming the view that structural failures would escalate poverty rate. Jefferson Davis stated in the pre-Civil War years to a Northern audience, “You say you are opposed to the expansion of slavery... Is the slave to be benefited by it? Not at all. It is not humanity that influences you in the position which you now occupy before the country,'; (Davis, The Irrepressible Conflict, 447). The Northerners had not freed the slaves for moral issues; the white majority did not have anything but its own economic prosperity on its mind. The African Americans gained their emancipation and new rights through the battling Northern and Southern factions of the United States, not because a majority of the country felt that slavery possessed a ‘moral urgency’. As the years passed and the whites began to reconcile, their economic goals rose to the forefront of their policy, while racism spread throughout the country and deepened in the South. Even with all of the good intentions and ideals expressed in the 13th, 14th and 15th amendments, blacks watche d as their freedom disintegrated through the late 19th Century as a result of the Supreme Court decisions that limited the implications of the new amendments.   Ã‚  Ã‚  Ã‚  Ã‚  After the passage of these amendments, two of the three branches of government disconnected themselves with the issue of black civil rights. Following Grant’s unenthusiastic approach to protecting blacks in the South, the executive branch gradually made its position on the issue clear in 1876. (Zinn, 199) When Hayes beat Tilden in the presidential election by promising to end the Reconstruction in the South, it was evident that the White House would no longer support any calls for the protection of blacks. The compromise of 1877 brought Hayes to office, but “doomed the black man to a second class citizenship that was to be his lot for nearly a century afterward,'; (Davis, 160). The Radical Republican’s in Congress, who were responsible for freeing the blacks, were also responsible for letting their voices become silenced. This occurred as the other, more industrial, interests of the broad based party dominated their platform; leaving the blacks t o face the wrath of the Southerners. A final blow to the hopes for national protection of African American civil rights was dealt with The Force Bill of 1890. In this bill, the Senate objected to the idea of... ...e Radical Republicans had embarked on a costly Reconstruction plan and set up legislation meant to protect black civil rights, the blacks did not thrive. The Supreme Court successfully chipped away at any progress made by the Republicans. Rulings made in the later half of the 19th Century reduced the scope of the 13th, 14th and 15th amendments, and lead to the further subordination of the Black race by Southern State governments. Southern whites were allowed to set up a system that kept blacks as prisoners without any say on their future. The social practices, including segregation, curfews, violence and disfranchisement that the Blacks suffered left them anything but free as the 20th Century dawned. The amendments to the Constitution had been made, but the whites did not take the time after 1866 to abolish the prejudice that came with slavery, giving testimony to theory that the North engaged in the Civil War for economic, not moral reasons. The application of racism after the C ivil War was just as rampant, but much more subtle than before the Civil War, making it much more difficult to confront, and resulting in a century of unequal education, inferior treatment and segregation.

“Beyond thee Influence” by K. Ketcham

The book â€Å"Beyond thee Influence: Understanding and Defeating Alcoholism† by Katherine Ketcham is devoted to the problem of alcoholism and the author ties to fill in the gaps in knowledge. The author discusses current theory of alcoholism, defines its causes and consequences and says that alcoholism is disease, not weakness of willpower. The book is divided into three sections: â€Å"The Problem†, â€Å"The Solution†, â€Å"The Future†. Evidently, the firsts section discusses the origins of alcoholism, defines the terms and describes what is going on in the body.The section provides details overview of three mechanisms involved in the metabolism of alcohol. The author involves also brain damage and dependence on alcohol, as well as three stages of alcoholism – early, middle and late. The second section is devoted to finding solutions to fight alcoholic dependency. Ketcham talks about diagnosing an alcoholic, intervention and treatment options. S pecial attention is paid to the Sundown M being a famous treatment of alcoholism that helped more than 30,000 alcoholics.Furthermore, the role of family involvement is underlined. Finally, the third section how it is possible to reduce the impact of alcohol and what changes to implement to decrease the rates. The author discusses alcohol industry, advertising, etc. According to author, alcohol’s effect can be changed through penalties for drunk driving, higher liquor taxes and more informative education programs for children, teenagers and adults. History of the Apollo 1 Tragedy

History of the Apollo 1 Tragedy On   January 27, 1967, three men lost their lives in NASAs first disaster. It occurred on the ground as Virgil I. Gus Grissom  (the second American astronaut to fly into space),  Edward H. White II, (the first American astronaut to walk in space) and Roger B. Chaffee, (a rookie astronaut on his first space mission), were practicing for the first Apollo mission. At the time, since it was a ground test, the mission was called Apollo/Saturn 204. Ultimately, it would be called Apollo 1 and it was going to be an Earth-orbiting trip. Lift-off was scheduled for February 21, 1967, and would be the first of a series of trips to train astronauts for the moon landing slated for the late 1960s.   Mission Practice Day On January 27th, the astronauts were going through a procedure called a plugs-out test. Their Command Module was mounted on the Saturn 1B rocket on the launch pad just as it would have been during the actual launch. The rocket was unfueled but everything else was as close to reality as the team could make it. That days work was to be an entire countdown sequence from the moment the astronauts entered the capsule until the time that launch would have occurred. It seemed very straightforward, no risk to the astronauts, who were suited up and ready to go.   A Few Seconds of Tragedy Right after lunch, the crew entered the capsule to start the test. There were small problems from the beginning and finally, a communications failure caused a hold to be placed on the count at 5:40 p.m. At 6:31 p.m.  a voice (possibly Roger Chaffees) exclaimed, Fire, I smell fire! Two seconds later, Ed Whites voice came over the circuit, Fire in the cockpit. The final voice transmission was very garbled. They’re fighting a bad fire- let’s get out. Open ‘er up or, We’ve got a bad fire- let’s get out. We’re burning up or, I’m reporting a bad fire. I’m getting out.The transmission ended with a cry of pain.   The flames  spread quickly through the cabin. The last transmission ended 17 seconds after the start of the fire. All telemetry information was lost shortly after that. Emergency responders were dispatched quickly to help. The crew most likely perished within the first 30 seconds of smoke inhalation or burns. Resuscitation efforts were futile. A Cascade of Problems Attempts to get at the astronauts were stymied by a host of problems. First,  the capsule hatch was closed with clamps that required extensive ratcheting to release. Under the best of circumstances, it could take at least 90 seconds to open them. Since the hatch opened inward, pressure had to be vented before it could be opened. It was nearly five minutes after the start of the fire before rescuers could get into the cabin. By this time, the oxygen-rich atmosphere, which had seeped into the materials of the cabin, had ignited and spread flames throughout the capsule.   Apollo 1 Aftermath The disaster put a hold on the entire Apollo program. Investigators needed to probe the wreckage and figure out the causes of the fire. Although a specific point of ignition for the fire could not be determined, the investigation boards final report blamed the fire on electrical arcing among the wires hanging open in the cabin, which was filled with materials that burned easily. In the oxygen-enriched atmosphere, all it took was one spark to set off a fire. The astronauts couldnt escape through the locked hatches in time.   The lessons of the Apollo 1 fire were tough ones. NASA replaced cabin components with self-extinguishing materials. Pure oxygen (which is always a danger) was replaced by a nitrogen-oxygen mixture at launch. Finally, engineers re-designed the hatch to open outward and made it so that it could be removed quickly in the event of a problem. Honoring those Who Lost their Lives The mission was officially assigned the name Apollo 1 in honor of Grissom, White, and Chaffee. The first Saturn V launch (uncrewed) in November 1967 was designated Apollo 4 (no missions were ever designated Apollo 2 or 3).  Ã‚   Grissom and Chaffee were laid to rest at Arlington National Cemetery in Virginia, and Ed White is buried at West Point at the US Military Academy where he studied. All three men are honored throughout the country, with their names on schools, military, and civilian museums and other structures.   Reminders of Danger The Apollo 1 fire was a stark reminder that space exploration is not an easy thing to do. Grissom himself once said that exploration was a risky business. If we die, we want people to accept it. We are in a risky business, and we hope that if anything happens to us, it will not delay the program. The conquest of space is worth the risk of life.   To minimize risks, astronauts and ground crews practice relentlessly, planning for almost any eventuality. as flight crews have done for decades. Apollo 1 wasnt the first time NASA had lost astronauts. In 1966, astronauts Elliott See and Charles Bassett were killed in a crash of their NASA jet crashed on a routine flight to St. Louis. In addition, the Soviet Union had lost cosmonaut Vladimir Komarov at the end of a mission earlier in 1967.
